I have a Windows 8 VM running on Windows Server 2012 and at least 4 times an hour, the VM drops packets for about 10 seconds. This causes the remote desktop connection to freeze up and if I happen to be pinging, it shows that the packets are lost. The host server is stable, and so are all the other VMs running on that host (an assortment of Linux and Windows Server 2012 VMs). I've migrated the VM to another Server 2012 host on the network and I'm still seeing the same intermittent packet loss issues.
I don't see any errors in the Event Viewer and all hosts/guests have been assigned static IP addresses.
