Can I configure Hyper-V for it to use 100% CPU?

My Hyper-V server has 2 VMs and Ryzen 7 2700 CPU.
When I stress-test CPU in both VMs, both VMs' CPUs are 100% loaded, but in Hyper-V manager I see 50% in total at most - either if I set 8 CPUs for each VM or 16 for the only. (if I try to set >16 CPUs to one VM it, obviously, won't start)

I've read many threads on the topic, but I still don't understand: can't Hyper-V use more of CPU or ~50% is a limit?
