Case of the guest stuck stopping...

This month I have ran into three machines that all of a sudden get stuck stopping. At first I notice that my hosts stopped responding in VMM and when I look there is a VM that is just in a "Stopping" state.

The guest VM is not responsive and you can't end the process by finding the GUID. My only option is to move the rest of the that are running on that server to another host and force reset the host (the host won't normal reboot because it too get stuck on stopping the cluster service, most likely from that stuck guest VM).

I am running a cluster of 2016 Datacenter Core with HPE BL460c Gen8. HPE drivers are up to date and the hosts are almost up to date but lacking the last CU from Microsoft.

I also tried to create a process dump of the VM with taskmgr on the host and it won't even do that. I was able to move some VM's off the hosts but others wouldn't move either. I tried to stop the VM's that wouldn't move and now they are stuck stopping.
