hyper v manager cannot start error 1068

Hi

hyper-v Manager won't run.

I tried to start Hyper-V virtual Machine Management servive and I get the error hyper v manager cannot start error 1068 

After reading this post  Hype-v manager  and when tried to start Windows Management Instrumentation I get this error: The system cannot find the file specified.
