Windows Server 2016 TP3 iSCSICPL.exe issues

I am having some issues trying to get a cluster setup on the new TP3 release of Windows Server 2016.

I have 2 nodes installed with Hyper-V Server 2016 TP3.

I have added the Multiport I/O and Failover Clustering features.

When I open iscsicpl i am able to see and successfully connect to both NICs on my NAS in the Discovery tab.

I can connect to one of the discovered targets with node1 but when I try to add an MCS connection in properties it fails to get a 2nd connection with the error dialog box: "Log On To Target:  Target Error."

I get the same error when trying to connect to the target from node2 once node1 is connected.  If i disconnect node1 from the target node2 is able to connect to it but node1 no longer can.

not sure where to go from here...doesn't look like I can test clustering right now....

In the Event Viewer, this is the error in the System Log

Login request failed.  The login response packet is given in the dump data.

Translating the dump into bytes looks like it has:  À # Q iqn.2000-01.com.synology:devnascl.ws2016csv  <-- iqn of the target

not sure where to go from here....
